Bill Walker will present work on which he and Brent Hueth of AAE are engaged. After the presentation, they will jointly lead a discussion on federal biofuels policy in relation to State policies aimed at rural economic development. There has been much focus on local ownership of biofuels refining capacity as one such State policy. Walker will discuss limitations of this approach, and identify other ways potentially to leverage federal biofuels policy into rural economic development.
